Project Overview
This critical infrastructure upgrade involves the comprehensive refurbishment and modernization of the aging Juba Water Treatment and Demineralization (Demin) Plant in the Wadi Ad-Dawasir Governorate. Executed for the Saudi Electricity Company (SEC), the project aims to restore the facility to its peak design capacity and upgrade its legacy systems to modern operational standards. Ensuring the reliable production of ultra-pure demineralized water is essential for the longevity and efficiency of the local power generation equipment, preventing costly downtime and mechanical failures in SEC's thermal assets.
Scope of Work

Asset Assessment & Dismantling: Conducting a rigorous mechanical, electrical, and structural evaluation of the existing facility, followed by the safe dismantling and removal of obsolete or degraded equipment, piping, and control panels.

Equipment Overhaul & Replacement: Supplying and installing new high-efficiency reverse osmosis membranes, high-pressure pumps, and fresh ion exchanger. Heavily corroded pipework is replaced with high-grade stainless steel or specialized non-corrosive alloys.

Pre-treatment Rehabilitation: Refurbishing the raw water intake and pre-treatment stages, including the overhaul of multi-media filters, clarification units, and chemical dosing skids to effectively handle fluctuations in feed water quality.

Control System Modernization (E&I): Completely upgrading the legacy electrical architecture by installing modern Motor Control Centers (MCCs) and migrating outdated relay-based controls to an advanced, fully automated PLC/SCADA platform.

Re-commissioning & Performance Testing: Executing comprehensive system flushing, pressure testing, and multi-day reliability runs to validate that the refurbished plant strictly meets SEC’s ultra-low conductivity and silica parameters for boiler feed water.
Technological Impact
Refurbishing an existing facility rather than building a greenfield plant represents a highly sustainable, cost-effective engineering strategy. The integration of a modernized SCADA system and smart instrumentation transforms a legacy plant into a highly visible, automated facility, drastically reducing human error and allowing for remote monitoring. Furthermore, upgrading to latest-generation RO membranes and high-efficiency ion exchange resins significantly reduces the plant's chemical consumption during regeneration cycles, lowering operating costs while extending the operational lifecycle of the facility by decades.
